During the 80s and 90s, Sun Publishing's Joy Comics division released lots of erotic comics from authors like Shoji Oki, Yoji Muku, Shiro Kasama and many more. Their audience was significantly smaller than mainstream comics, but this would eventually become the precursor to modern erotica manga. This particular story is by Takuya Sugawara.
