During the late 90s and early 2000s, Japan was seeing a boom in tattooing and body mod subcultures across the country. Tattoo shops were allowed to legally open, conventions were permitted to happen (with foreign tattooers only), exhibitions and events happened almost weekly. Loads of new magazines were printed to keep up with the demand that people wanted more tattoo action.
